Once you've built your app, following the orkut guidelines (http://code.google.com/apis/orkut/docs/orkutdevguidelines.html) and tested it against prod.sandbox.orkut, you can submit it for review through the form: http://www.orkut.com/Main#AppDirectorySubmit.aspx
Once your app has been reviewed, you will get an email indicating whether it was approved or not. If the app was not approved, the email will indicate the reasons for the rejection following which, you can update your app and reply to the email for re-review. If he app was approved, it'll appear in the directory within a couple of hours. In the future, could you please post your queries in a new thread?
