I´m experiencing this problem also. And worst: my app and its content is only in Portuguese, but I´m getting English ads. Of course, I´m having a very low CTR.
I think the main problem is that AdSense can´t get the page content using it crawler, because it´s inside Orkut, which require a login. AdSense crawler does not work well with pages that need login. Maybe, somebody on AdSense Help can explain better, or even give us a solution or some workaround for this...
