Hi Erin, Thanks for your note. We appreciate your concerns and assure you that our aim to encourage good developers.
Please understand that App approval in orkut is entirely automatic - there are no humans sitting to perform the checks. Also, developers are free to change the content of the app after submission/approval. This makes it very hard to keep copies and spurious apps from getting in. However, you can report copyright violations at http://www.google.com/orkut_dmca.html and our legal team will review and take action. The general belief we have is that good apps will acquire users while these "junk" apps will not. And the ranking in the app directory will take care of surfacing good apps to users. You can bootstrap this good cycle by promoting your app - creating a community, using ads, creating awareness etc. We do perform a periodic cleanup (again, automated) that removes apps that don't work - i.e. don't render at all. We'll take your feedback to run this more often.
