There's a Google groups for twitter development at groups.google.com/group/twitter-development-talk.
But it's not hard to implement: Go to http://dev.twitter.com/doc to understand Twitter API and go to http://dev.twitter.com/pages/libraries to get fully-implemented libraries on the language you're using.
