Thanks, it turns out that clearing the browser cache gets me the new content.
I have Header set Cache-Control "must-revalidate, max-age=0" in my web server configuration, but I guess that only helps when connecting to the web server directly. This could be a very big problem going forward. I can clear my own cache for develop as often as I need to, but I can't tell my users to refresh their caches all the time. It's very strange if I'm the only person having this problem. I'm using the latest firefox, nothing particularly strange about my setup.
