For sure someone from Google can give you an answer, but as far as I know it is part of Orkut. If you get a positive answer let me know.
During my tests, only got captcha when sending a link inside the message. But as stated on orkut java client, it is random and ideally needs to be checked all the time. One question: how are you dealing with 3legged if you are in plain text mode?
