John, If by UserComment you mean the section where you can input your comments before sharing/promoting something, I see that that field is present. It is possible that it may have been a temporary issue. Please take a look once again.
However, the engineering team behind Share has recently been working on fixing a few bugs and currently there's the option to Promote is gone.
