Not really Antonio. Applications marked as "url", are different from "html". HTML you need to build everything inside your gadget specification, while url you can point to somewhere outside - running an iframe for example.
But as stated by Tiago (Google), this approach is bringing bad apps to Orkut, and to avoid it, it´s not allowed to use this anymore, and in this case, you need to find out another ways to solve your problem.
