What FB does is much more sophisticated than that, i.e. they can group activities from several apps for the same user if commited during a short period of time. If then there is half hour delay between new activities - those go ungroupped (or groupped in a new group).
Also: it will be unfair to give all apps the same amount of 1 activity visible. Let's take a big app with lots of content where users spend 1-2 hours playing every day and making many different activities, and some small app where users spend 1 minute of their time.
