My two cents here, since it´s getting interesting, because it makes such apps 'impossible' to be developed.

Orkut should have implemented something like Facebook to control abuse, and of course, having special partnerships where white lists could be applied. Why not bring this to the PM and check if it´s feasible to be implemented ?
