It is not a matter of resubmit removed apps, because that's impossible. Once it's set at "desconhecido", you cannot do anything to set an XML as a valid app again.
What matter more here is the installed users of old applications, and not new apps. Orkut team should reflag them as whitelisted, else ALL these application had lost thousands of users forever because of a bug.
