As we get closer to the transition to the new website infrastructure, we will be posting documents to the Website community to explain migration plans and processes and so the information lives in one place. Alan's original website restructuring overview [1] from last year is there, as well as Chris's requirements and evaluation documents for XWiki [2] from May and June of last year. I just added Alan's portal/auth system preview announcement from December [3] and also a new document outlining how the user data migration will be managed [4].
I'll update things as we go and ping the list as new documents are drafted by the team during the transition.
