Within the current development process, this is a question for the
c-team or its open-consolidation equivalent/successor. Open code review
before something is moved from the metaphorical usr/closed to the
metaphorical usr/src seems like a good idea. (Clearly that has to
happen *after* the code is cleared for release by its developer).
ARC review is not code review, and projects rarely even tell the ARC
where their work-in-progress source code can be found; ARC reviews
rarely look at source code, with the exception of things like header
files defining the interface where code excerpts are the most efficient
way to specify the interface.
