The history of /usr/ccs is that the OS folk and the compiler folk at AT&T couldn't get along (unlike Sun where we have *always* been best friends). In response to this the OS folk (at AT&T) created /usr/css as a playground for the AT&T compiler people. We inherited it as part of SVr4. Its origin is strictly a creation of AT&T, er Cingular, er AT&T internal politics. - jek3
