I'd go one step further.

Put GNU in /usr/gnu
Move  the Solaris environment (The things from /usr/bin that you 
describe) to /usr/sun.

Then softlink both back into /usr/bin.

Put all the environments on the same level.
Pull all the 'default environment' stuff into /usr/bin through softlinks 
from where ever it lives.

New and trnasplanted users get the best environment from /usr/bin that 
the developers can design.
Existing users have the flexibility, and grnaularity to build what they 
want from parts supplied.

ARC approved versions of any utilities are in ARC approved locations, 
and therefore available to be depended on by other packages.
