Fasttracks are presumed to be easily understood proposals to
do simple things that need to be recorded, but aren't expected
to be controversial or have significant repercussions.
1) A fasttrack is submitted with the expectation is that, if
nobody objects within a week, the case can be safely (i.e.,
it carries a low risk) automatically approved (silence is
taken to be consent)
2) If an ARC member objects to the case's being managed as a
fasttrack, the case is said to have been "derailed" - its
Status goes from that of a fasttrack:
"waiting fast-track MM/DD/YYYY"
to that of a normal case:
"waiting need spec( MM/DD/YYYY)?" or
"waiting need( draft)? opinion( MM/DD/YYYY)?" or
"waiting need meeting"
Note that fasttracks can not be "rejected" or "denied";
the only things that can happen to them are being approved,
being improved and then approved, or being derailed to be
treated like a full case. It is only as a full case that
it can be TCR'd and/or rejected if needed...
3) If an ARC meeting happens in the time between a fasttrack
submission and its timeout, the process can be short-circuited.
The Chair and the members utter the following mantra:
Has everyone had a chance to look at the case?
If so, does anyone want more time?
If not, does anyone want to derail?
If not, the case is approved.
4) If the case timesout with no derails and no explicit ARC
action, it is approved.
5) Once a case has been approved (via #3 or #4), the case
sponsor updates the case's Status to be
"closed approved fast-track MM/DD/YYYY"
and it is done.
