Because there is not enough interest in dtksh to convince Sun management to
allocate resources to a major project on it - it would probably take more
than the total allocated to all of CDE at Sun currently (ignoring the Trusted
Extensions CDE work, which is the biggest CDE project in years, but that's
coming from the Trusted team, not the CDE team).    But as we'd say even
before we held ARC discussions outside Sun, that's a business issue, and
not an ARC issue.
