I don't believe that's correct.  So far as I know, 865 is a standard 
North America prefix, not a toll-free one (it's listed as being in 
Tennessee).  In general, toll-free access to North America is available 
only from within North America; sometimes it's available only from 
within the U.S.  Only 800, 888, 877 and 866 are toll-free, to my 
knowledge (in any case, the toll-free prefixes are of the form 8xx, 
where the second and third digits are the same, currently).
