The two are actually separate issues.  I should have made that
clearer.

If there's a convenience function, then it'll still need a name and
(as a tiny nit only) I think avoiding "_np" might be a good idea.

Regardless of whether or not there's a convenience function to set
this flag, I'm not sure that using an entire property group as though
it were a boolean is the right thing to do in SCF.  That's an
architectural issue, and (at least for starters) I'd like to know if
this issue was discussed with the SMF team.
