Yes, it uses standard curses library.
By default, to build bvi, we run configure as:
$ ./configure --prefix=/usr --mandir=/usr/share/man --libdir=/usr/share/bvi
and we don't support this option (I don't think it is necessary to 
support as it is optional),
--with-ncurses=DIR    path to ncurses
So package SUNWbvi does not have a dependency on ncurses.
