    The only reason for abbreviating this is utilities like
    /usr/sbin/localeadm and the newer /usr/bin/localectr already have

    I'm open on this, and don't mind /usr/bin/localelauncher

We approved this case as modified to use "localelauncher" as the
utility's name during ARC business of PSARC today.

The rationale was that there's precedent for abbreviated suffixes such
as "adm" and "ctr" and that many utility names already use those
abbreviations, but that there's no such precedent for abbreviating
"launcher".  Combining that with my earlier observation (above) led to
the stated outcome.
