what about  dom0 ? Assuming all RAM is seen as available to dom0, 
locking 1/4 of it
is probably excessive.
I'm not sure much can be done for such situation, other than a word of 
caution in the man page
documenting project.max-device-locked-memory, for the case of xVM.
