Exactly. The implication of "Uncommitted" (or better) is that if there are incompatible changes in that user interface in the future, you at least won't download, recompile, and redeliver the package without filing an ARC case to cover the changes. The ARC doesn't care a whit about who "controls" the source, only about how changes are delivered and documented.
