Exactly.

The cost of putting stuff into "B", however, is probably considerably 
higher than the cost of putting them into "C" would be, if we had a way 
to do it.

I think it is time for someone to step up and figure this problem out 
post-haste.  Continuing to put everything in "B" doesn't seem like a 
good solution.
