If you assume that there will only be one active PHP on the system, then having the php.ini file in /etc is what you want. If, on the other hand, you need to have multiple ones running in parallel, you absolutely don't want this, but instead want the php.ini file to live alongside the rest of its versioned bits. I think we need the latter. -John
