I have heard back from the project team. They plan to deliver Exuberant CTags as a stand alone package and have no problem with delivering it in the same manner as the /usr/ccs/bin stuff on the Solaris platform, i.e. bundled with OpenSolaris rather than part of Sun Studio, but bundled with Sun Studio on other platforms. I expect that the OpenGrok case will include a contract.
Also, their reluctance to modify the man page to match the renamed command was based on a mis-understanding of the terms of the GPL. They will deliver a corrected man page. Okay, I think we are basically resolved now. Of course, I still have the more general open question on how much should a man page be modified, but that is not this case. Still looking for opinions though.
