We have some people claiming loudly that the OpenSolaris releases are
indeed real releases, requiring version number bumps, and others
insisting just as much that they're not real, and thus incompatible
changes to "unreleased" bits are still acceptable.

I'm not going to hold *this* case up for it, but it'd be really swell
to have something -- anything -- like a coherent plan for the
OpenSolaris release mechanism.  Otherwise, we're just fooling
ourselves.
