I've got a follow-up.  What about /usr/lib/locale vs /usr/share/locale?
Is /usr/lib/locale only for ON and /usr/share/locale for everyone else?
Is that documented anywhere?  I've seen the filesystem(5) man page and the
SAC best practices document.

If anyone else knows of guidelines for the "right" place to install different
kinds of files, please send along some pointers.
