LSARC/2008/538 is a cleaner read on the package->library > dependency. Turns out this was an error, snmp extension is not a 3rd party extension so will not have a separate package. The references were removed from the doc. Case directory (materials/php.txt) contains an updated spec to reflect these clarifications (probably takes a bit to update in opensolaris.org mirror).
