That doesn't answer the question I asked.  Why does nrpe need to run as 
root ?  If it doesn't need to then it should not make it so.

Yes remove the tcp part from the FMRI at least, but there may also be a 
better place in the hierarchy for example:

        svc:/application/management/npre:default
        svc:/network/nrpe:default

It isn't the ARC's place to design this for you, ask for advice in the 
SMF community smf-discuss at opensolaris.org.
