It doesn't "fall outside of PSARC." That suggestion from the previous poster just makes no sense. It's merely yet another external reference, just like POSIX or any other externally written interface. Treat it as Committed with a reference to the location and/or precise name of the standard, and move on. Please don't confuse the reviewer's ability (or inability) to change things with any notion of classification scope or lines of responsibility. Read-only references are just fine here. (And you generally can't import from a document, because they're not executable.
