Note that I don't believe that this is a factor for two reasons:

1. The fact that NWAM can't handle a fixed configuration over a datalink
that doesn't support link up/down reporting is a bug in NWAM, and not
architecture (IMO).  We should communicate this to the NWAM team if
they're not already planning a "fix".

2. I'm not aware of any plan to make NWAM the default.  More work needs
to be done on NWAM in order to make it a supportable default (I would
argue that handling this "bug" would be part of that work).
