Thanks. The rationale here is that meaty substance has already been
discussed/reviewed before. What's different is that we won't be
delivering GNU plotutils into SFW. (Instead we'll be doing a delivery
into /contrib, but that falls necessarily outside of the scope of ARC
review.)
