It's a good question, and Mark and I hmm'ed and haa'ed about this a bit prior to submission. As you know, the long term expectation is that parts of this configuration can be supplied using a profile that applies directly to a networking service, and not an intermediary install-specific service. The idea would then be that the installer software (and customers who write profiles directly) would transition away from supplying properties to this install service. At the same time, being that this is currently the only proposed way for administrators to supply such networking configuration, the service and its properties have to be Public and relatively stable. Perhaps Uncommitted would more accurately reflect the project team's intentions.(?)
