IMHO, nis/client would be the architecturally sensible place for it.

nis/server makes no sense -- systems which are NIS servers can serve up
multiple domains simultaneously while being a client of a domain they
don't serve.

*but* there may well be reasons to set the value early in boot before
nis/client gets started.
You can look up a property value before a service start. So, When nis/client starts is irrelevant. domainname can be stored there. What could be an issue is a system that does not have the service nis/client installed but has consumer for domainname. But I am not sure if such system would be supported or functional.
