I think this would be well suited to be moved to the Approachability community, 
at least for the spec defining phase, which I'll take a first crack at.

After the first draft, I'd like to put the spec up in wiki form so the 
community can collaborate on the edits. Is it appropriate for me to put up on 
my own wiki, or is there a mechanism for collaborative edits on the 
opensolaris.org site that doesn't require being a community leader?
