I'm not a perl guru unfortunately. :(
I suspect what you need to do is write the required bit of C code to
wrap the getutxent(3C) family of library calls to whatever perl module
glue is required to make a module of it.
I'm not sure where the best place would be to seek advice on writing
perl modules, unfortunately.
