I believe you want to use the standard OpenSolaris process, first by going here http://bugs.opensolaris.org/bugdatabase/index.jsp and selecting 'report a bug or request a feature'. Then have a look at http://www.opensolaris.org/os/community/on/os_dev_process/ You'll need to have a contributor agreement in place; see: http://opensolaris.org/os/about/sun_contributor_agreement/ if you or Tadpole does not already have one.
