As I think about how I would answer your question, I ask myself a couple
of other questions to help me scope the problem:
"What is an ARC review and when/why is it needed?"
and
"What architectural changes are in this proposal?"
(which begs the question of what, explicitly, is
being proposed...)
These lead me to a core axiom of systems architecture:
If there is no architectural impact, then no explicit
architectural "change review" is needed. However, as
the architectural impact increases in complexity, the
need for explicit "proactive risk management" (aka
ARC Review) also increases.
There are a whole bunch of "right answers" to your question; the
only "wrong answers" are those that start off with "I don't know
what the impact might be ...."
