I would have done this:
hg init

... but that should do the same.

It sounds like you're at the end of a very thin straw. Using
the snapshot "bundles" might be another option, if you can find a
faster way to transfer one of those.

I don't think any of us are located at your site or know what your
effective Internet bandwidth might be from the repository. However,
the gate (after "pull" and before "update") takes up around 279MB
(just the changesets), and then after "hg update", it's about 656M.
So, however long it takes to pull around 279MB should be the right
answer.
