No, I don't think it is.  Instead, the software that updated the
underlying library package without *also* updating SUNWtoo is broken.
The upgrade process itself broke the dependency.

I suggest this work-around: do a complete upgrade (rather than
upgrading individual packages), and do an upgrade right before
installing any new packages.
