That sounds a bit on the broken side to me.  (But, then, RFC 2516
isn't exactly the tightest of specifications.)

Yes.  Simply changing that empty string to 'service' would fix it:

        (void) poe_add_str(poep, POETT_SERVICE, service);

That variable holds the service name from the command line.  This
looks like a pretty simple RFE.
