I still see comments in localtime.c implying that posixrules rather than 
hard-coding
may happen one day, i.e. it hasn't happened yet.

Why not?  ISTR there were some performance concerns, and/or concerns if one
wanted it to pick up a change automatically (but FEM ought to make that more
efficient, I'd think).  I would also think that other things could be done to 
reduce
(although not eliminate) the performance penalty of posixrules.
