It might be. Right now this is easy to do: the sysadmin can define his own projects in NIS or LDAP to create a company-wide consistent project id namespace and the system-defined project ids below 100 are always the same. Making system-defined project ids differ across systems breaks this convenience.

However, since the extended accounting file format is not a fixed format, it can easily be extended to also include the project name in the accounting records (at the expense of slightly more space use, which may well be worth it).
