There's an issue with using zfs backed swap; the default configuration
needs to find memory in order to page out data and this creates an
additional memory pressure.
Try disabling all the caches:
zfs set primarycache=none rpool/swap
zfs set secondarycache=none rpool/swap
see if that helps.
