I tracked down which BIOS setting was causing the problem: "ACPI Aware OS". If set to No, the floppy controller is not seen. Oddly enough when I first had the problem, the keyboard worked fine, but now if I set it back to No, the keyboard doesn't work either. prtconf doesn't show i8042 (kbd) or fdc devices. If set to Yes then both keyboard and floppy controller are detected. It looks like Solaris needs to determine both if ACPI is available and also whether or not it is enabled.
