Ditto here. we have rule like this at work but I found it
 hard to enforce 100%. Even we have cross-platform packaging tool like TWW HPMS 
to spare us knowing different PMS individually. Still one need to bite the 
bullet to write the first package source and compile,test and ask for peer 
review etc.
