Hi,
it seems that /etc/minor_perm is ignored on build 18.
as a result, /dev/tcp, /dev/udp and other devices
are created with mode 0600 instead of 0666.
As a result of this, programs like /usr/sbin/rpcbind
won't start due to permissoion problems.
