I like Simon's approach so we have some mechanism for making sure the announcements don't "overflow"...and a helping hand for Simon might be well advised since moderating this could conceivably grow to more than just 1 or 2 emails a day. (I'd volunteer.)

For those announcements that are not posted on the main page, we can post them out to an announcements email list so all news is circulated...All news is good news. It's a matter of space on the main page--and making sure it reflects the highlights.

I like this idea and I also like Simon's, where anyone could post to an
announce list (via moderation) and that content could serve as potential
announcements on the Announcements page. Which system makes more sense?
