Letting each and every thing inside the kernel is not a definition of
"Unbiased". Almost always there are technical reasons behind not allowing a
change.

If Linus hadn't proved himself to be unbiased people would have
stopped contributing to the Linux kernel a long time back - it's getting more
and more contributors each day last I checked.

(And some adamant /
illogical people have gone away from Linux because some silly thing they wanted
solely for their not-so-clear purpose did not get into the Linux kernel - but
it was for Linux's good - no project needs a moron.)

What Redhat does or is doing is not the thing to measure against. Redhat
already gets *lots* of indirect patches integrated from many other projects. So
they aren't impacted - Fedora runs 2.6.x kernel which gets fixes from mainline
kernel.org kernel for example.
